Organic Pesticide Spray

How well does the combination of 1/8 oz of tobacco dust with 1 teasp. of dish soap and 1 tablesp. of pepper mixed together work for a natural pesticide spray for all growing things?? I have heard that it`s safe and nontoxic.

The above mixture is very similar to one I have been using. It is safe, but the tobacco makes it not exactly benign but not very dangerous to humans.
