Can you recommend a herb that can be used as a hedge that grows no higher than 1 meter, but will provide a barrier even in winter (not necessarily evergreen) ? I'm zone 4 (? near Montreal, Quebec, Canada).You could try golden privet (needs to be clipped), Scotch broom, many of the classic roses, silver sagebrush, camphor southernwood, sweet sumac, uva ursi (acid soil, up to 30 centimeters tall) and possibly yucca if the growth habit does not bother you in a hedge.
