Garlic Stalk Bending – Timing?

I would like to know if this is considered late summer and now the time to bend back the garlic stalks as recommended in the instruction sheet I received with my order? Thank-you!

You can bend the stalks as soon as they appear. The objective is to cause the plants to divert resources from growing flowers to growing bulbs. This helps to grow bigger bulbs and bigger cloves.
